About the Technology-enhanced Learning framework
The TEL framework is aimed at the health and social care workforce, and providers and commissioners of education and training. It was commissioned by the Workforce Availability Policy and Programme Implementation Group (WAPPIG), the body comprised of representation from the Department of Health and Strategic Health Authorities.

Archive: The Road to the National e-Learning Framework
In 2005 the National Workforce Group (NWG) published a strategic framework document, Supporting Best Practice in e-Learning across the NHS – November 2005. This framework proposed the development of a road map which could be used to develop the approach to the deployment and use of e-Learning in the NHS.

Published in 2006 and commissioned by the National Workforce Group (NWG) the Modernising Healthcare Training: e-Learning in Healthcare Services report aimed to provide
- A summary of the then current and emerging learning activity in the NHS
- A road map of best practice on the implementation of e-Learning in the NHS
- Proposed leadership and governance arrangements to support delivery

The road map has been adopted and governance structure has been set up comprising of the E-Learning Strategy Board and E-Learning Management Group and SHA e-Learning leads group. The Board have issued the National e-Learning Framework.
Local e-Learning Strategy
Many organisations in the NHS are adopting their own local NHS Strategies. An organisation wide strategy may be part of a broader education and development or workforce strategy or it can be standalone. In all cases however it should link into and reflect Regional and National strategies, be supported or championed at Board Level and have been developed and agreed by all stakeholders. A typical organisation strategy may include:

- stakeholders, ownership and their responsibilities
- leadership and change management
- IT infrastructure
- priorities
- e-Learning content
- quality assurance and evaluation
