What is effective e-Learning?
When effectiveness is mentioned what is basically being talked about is vision and direction. Effectiveness is about the successful focusing of the organisation’s energy in a particular direction. Efficiency is primarily all about implementation.
A key aspect of ensuring effectiveness of the technical side of the implementation of e-Learning is to ensure interoperability. This is the ability of different information technology systems and software applications to communicate. Interoperability involves the ability to exchange data accurately, effectively, and consistently, and to use the information that has been exchanged. This is an essential requirement and can cause unnecessary problems if not identified during the planning stages.
Technical interoperability is essential to ensure optimising access to e-Learning and knowledge resources. Common platforms will enable more efficient and effective use of technology.
Whilst ensuring effectiveness of the technical aspects it is important to not forget the pedagogical and creative aspects. All three of these aspects have to be considered during all stages of the development of e-Learning to ensure effectiveness.

How should it be planned and documented?
Identifying the appropriate steps to be taken would form a key part of your planning process. The steps would then be recorded in your project plan. By recording this information it will help to ensure that you have a clear record of progress. It will also avoid key areas of work being over looked.
A project plan should be developed using established project management principles such as PRINCE 2 which stands for Projects in Controlled Environments.
